Time Man, Oil Man and Bond Man 16-Bit Attempt

I've done Mega Man 9, now I've thought of doing a megaman 7 style for the powered up masters and the unused master for Mega Man 1. So this is Time Man, Oil Man and Bond Man. For Oil Man, there are three different versions of him the U.S Version, the Japanese Version and my personal favourite, the Archie Comics Version.
